reconciling the various parties. Ideally we ought to be seeking to neutralise Cambodia and set up a regime based on free elections under UN supervision. But it is difficult to see how this could be achieved by a special conference.

ii) A United Nations emissary. This might be the best way forward and an appointment could perhaps be made without a Security Council resolution, eg possibly on the authority of the UN Secretary-General himself. We should need to discuss urgently with the UN Secretariat.

d) Hong Kon”. Hong Kong's interests can best be looked after by ensuring that in all our discussios with the UNHCR and with Governments potentially capable of taking refugees from Hong Kong we continue to reiterate that Hong Kong's humane policies deserve encouragement. The proposed visit to Hong Kong by Vice-President Mondale will be useful as will the Governor's further visit to the United States at the end of September. We may have to set up other visits by the Governor or members of his staff.
