Minister's timely proposal to Dr Waldheim.

Lord Carrington thinks that it would be
appropriate if the Prime Minister were to send a short
message to Dr Waldheim thanking him for his response
to the Prime Minister's earlier messages, and for the
way in which he handled the meeting. It might also
be useful to put down a marker about the situation
in Cambodia.
