Government believe that these penaltics are justified by the
very high rewards which can be obtained through the refugee trade. I am sure this is right.

I attach a copy of the proposed Immigration (Amendment) (No 3) Ordinance 1979, together with its explanatory memorandum. The bill incorporates amendments suggested at an earlier stage by FC Legal Advisers and the Department of Trade (FCO Tel No 525 to Hong Kong).

Shipping interests in Hong Kong ure being advised of the proposed action this week. The General Council of British Shipping will also be informed.
