2. ALTHOUGH THE US EMBASSY HAVE NOT RECEIVED A SIMILAR NOTE FROM THE DFA, THEY SAY THEY HAVE BEEN UNDER PRESSURE FROM THE INDONESIANS TO PRODUCE THEIR PROMISED CONTRIBUTION FOR GALANG.
THEY HAVE REPLIED THAT ALL THE US GOVERNMENT'S PAYMENTS FOR REFUGEES ARE MADE TO UNHCR IN GENEVA, AND THAT IT IS UP TO UNI TO USE THE PONEY AS THEY SEE FIT, INCLUDING THE PROVISION OF FUNDS FOR THE GALANG PROJECT, THE JAPANESE EMBASSY ALSO SAY THAT THEIR CONTRIBUTION FOR GALANG WILL COME FROM WHAT THE JAPANESE GOVERNMENT HAS ALREADY PAID TO THE UNHCR IN GENEVA, OTHER EMBASSIES IN JAKARTA THAT HAVE RECEIVED THE NOTE SEEM LIKELY TO RECOMMEND THEIR GOVERNMENTS TO TAKE THE SAME LINE, ALTHOUGH THE CANADIAN EMBASSY INTERPRET THE NOTE'S MAIN PURPOSE AS BRINGING OBLIQUE PRESSURE ON UNHCR TO SPEED UP ITS FINANCIAL DISBURSEMENTS FOR GALANG, AND THEY ARE RECOMMENDING THAT THE CANADIAN EMBASSY
SHOULD NOT EVEN REPLY TO IT.
3. AT THE JAKARTA MEETING ON 15/16 MAY, H M AMBASSADOR SAID THAT BOTH BRITAIN AND HONG KONG WOULD BE PREPARED TO CONSIDER MAKING FINANCIAL CONTRIBUTION FOR SPECIAL PROCESSING CENTRES, ON THE ASSUMPTION THAT ARRANGEMENTS COULD EVENTUALLY BE AGREED IN PRINCIPLE FOR THE ELIGIBILITY OF A MODEST NUMBER OF REFUGEES FROM HONG KONG FOR INCLUSION IN THE OPERATION OF GALANG (AND ALSO TARA IN THE PHILIPPINES). 4. AS SEEN FROM HERE, IT WOULD PE APPROPRIATE TO REPLY TO THE DFA BY REMINDING THE OF THE AMOUNTS THAT HMG HAS MADE AVAILABLE TO UNHCR FOR INDO- CHINESE REFUGEES. IT IS FOR CONSIDERATION WHETHER IT IS WORTH REFERRING AGAIN TO THE POINT ABOUT ELIGIBILITY OF REFUGEES FROM HONG KONG, IF WE ARE EFFECTIVELY PAYING A SHARE TV ANY CASE FOR GALANG THROUGH OUR CONTRIBUTIONS TO UNHCR. THERE WOULD HOWEVER SEEM NO HARM AND POSSIBLY SOME ADVANTAGE IN REMINDING THE INDONESIANS AGAIN ABOUT THIS POINT IN THE TERMS OF
PARAGRAPH 3 ABOVE.
