The world now looks to Vietnam to fulfil its responsi- bilities as a member of the community of nations.
I hope that these developments have given the inter- national community at least a breathing space while it sets about the urgent task of clearing the refugee camps in Hong Kong and the countries of first asylum, and bringing the situation under control.
