Support for the Establishment of Reception and Processing
Centres
Such centres have been proposed by some ASEAN countries and
the United States among others. Some people envisage them
as being run by UNHCR, others by the countries where they are
sited. The United States is seriously considering funding
two centres itself if international contributions are not
forthcoming. The Swiss also are considering action. It is
often difficult for countries to administer and supply
existing camps which have proved inadequate to cope with
the flow of refugees, eg in Thailand and Malaysia. Quantative
and qualitative deficiencies in staff have been revealed by
the pressures on recipient countries. UNHCR is also fully
stretched. The results of these difficulties have been seen
in the actions of the Thais and Malaysians in turning back
or deporting refugees in large numbers. When boat people
are involved there is an immediate and obvious risk to life.
There is a need therefore to establish a proper reception and
processing system and for support to be provided to those
willing to do it. Ideas which suggest themselves are the
provision of:-
a) food aid
b) medical teams
c) supporting staff, perhaps VSOS.
Commitment can be made as necessary according to the progress
of the conference.
Project Aid for resettlement.
Some countries eg in South America are proving difficult to
persuade to take refugees for settlement. Some are prepared
if funds are made available for the purpose, Belize for
instance. Places elsewhere might be available on similar
terms and would help to spread the load. If it becomes
clear during the conference that this is the case then the
JK is prepared to assist resettlement projects by the
provision of:-
