INDO-CHINA REFUGEES

1. The Indo-China refugee problem was last discussed in Cabinet on 5 July.

2. It was agreed in OD on 10 July that the United Kingdom

should accept an additional 10,000 Indo-China refugees from Hong Kong, and should contribute an additional £5 million to . the United Nations High Commissioner for Refugees' operations in South East Asia (record not yet available). The new quota should be spread over a number of years which was not laid

down.

3. The matter is to be raised in Cabinet on 12 July and I

submit a Speaking Note.

4. The Secretary of State and the Lord Privy Seal will subsequently make statements in both Houses and I submit a draft with Notes for Supplementaries.

5. The reference to the Home Secretary and the Voluntary Agencies has been cleared at official level with the Home Office, who have asked that a copy of the drafts should be

sent to their Private Office before Cabinet.
