Japan appreciates the British iniative in having held the consultations among developed countries on

11th July. Japan is of the view that such consultations should best reflect the positions of ASEAN countries which are in great difficulties because of the exodus of Indochinese refugees. She fears that consultations among developed countries with a view to arriving at some common position, which are to be followed by consultations with ASEAN countries, might give the impression to the ASEAN countries that the developed countries are "ganging up" on ASEAN countries. Japan, therefore, would appreciate it if a clearer picture could be given on the nature of the 19th meeting.

Concerning the various issues discussed on the 11th July, Japan wishes to arrive at her final position fully taking into account the intentions of the ASEAN countries and is now trying to find out their intentions and expectations about the coming

conference in Geneva.

On 11th July it was agreed that certain working papers were to be prepared. It is thought that these papers are for the 18th meeting and do not constitute the

basis for draft resolutions and declarations by developed countries at the Geneva conference. would be appreciated if further clarification could

be made on the nature and characteristics of these

papers.

As regards the idea of a monitoring team to Vietnam, which

'was raised by the Japanese side on 11th July, Japan wishes to withdraw the idea after some further thought and taking into account the various comments

made.

While various issues were raised on 11th July, Japan

wishes to reaffirm her position that the basic aim

of the Geneva conference ought to be the restraint of the exodus of refugees on the one hand and the concrete

outcome in the increased resettlement and financial

cooperation on the other.
