VIETNAMESE REFUGEES: BACKGROUND PAPER FOR THE AMERICANS
During the Governor's recent visit to Washington Mrs Holzmann's Sub-committee expressed interest in any information we could provide on the background to the refugee exodus. I now attach a short paper which is marked Restricted, but which if you see no objection can be passed with no restrictions to the Sub-committee and to US officials. The paper is accompanied by detailed interviews of refugees conducted by Government officials in Hong Kong and can be so attributed,
