le cost but the principle must be maintained that this is an
international responsibility and those countries concerned with the
staging posts should not unduly suffer financially.
RESPONSIBILITY AND ROLE OF VIETNAM

Together with the other members of ASEAN, MALAYSIA urges the international community to give greater recognition to the fact
that the solution to the problem should be found also at source where
it all began. VIETNAM being the source of the problem has the primary
responsibility and a decisive role to play towards its solution. VIETNAM
should be impressed upon that she should adhere to the norms of practice
and behaviour in the comity of nations.

The UNHCR must step up its efforts to broaden the scope of
the Agreement it had entered into with VIETNAM.

orderly departure of persons wishing to leave, VIETNAM and UNCHR must
now be made responsible for all refugees leaving the country. In the
broadening of the scope of the Agreement between UNHCR and VIETNAM
UNHCR should interalia be provided with a mandate by the proper authority
to establish refugee centre or centres in Vietnam with the agreement of
the Vietnamese Government for people who are prepared to be classified as refugees and processed for resettlment in other countries. A11
departures must go through this authorised channel and anyone leaving
outside this channel must continue to be VIETNAM's responsibility whom
VIETNAM must receive back, in accordance with normal international
practice.

By the same token, transit countries have the right to take
whatever measures to prevent the inflow of Vietnamese boat people to their
shores and to return these illegal immigrants to VIETNAM. The latter
would then be put in UNHCR-organised camps in VIETNAM pending their
departure to resettlement countries.
12.
To ensure the success of this programme, resettlement countries
are not obliged to accept, much less welcome, illegal immigrants.
