Orderly departure on a sizeable scale is the only visible way to stopping, or markedly reducing the boat refugees flow and its high casualty rate. But if a long term programme is to be accept-

able to the international community, it must meet certain criteria.

In particular, the organisation of the scheme must be by the

international community, without any Vietnamese veto on individuals,

and while the individuals are awaiting resettlement, they must be

free to improve their normal lives in Vietnam, not interned in

camps. First stage, teams of UNHCR/ICRC representatives to assess

volume of emigrants.
