POINTS TO MAKE
Refugees in Thailand
1. Recognise about as many land as boat refugees. Resettlement problems more difficult: fewer educated, easily adaptable professionals, more peasant farmers, hill tribes.
2. Therefore support UNHCR on need for plans for regional resettlement and eventual repatriation, in addition to maximum resettlement outside region.
Famine in Kampuchea (for use with friendly delegations)

How to get food aid into without giving de facto support and recognition to Vietnamese backed Heng Samrin regime? Best option
may be use of non-governmental channels - ICRC es similar.
4. Regret Thai action on turning back Kampuchians. Could concept of camps on border as within border strip work, again with ICRC as similar help?
