1. UN Department have suggested that we might consider thanking the FRG for the help they have given Hong Kong by accepting refugees from the Colony.
2. This seems to me a little marginal since the FRG have only agreed so far to take 440 refugees, but you might think it worth thanking the Germans for even thi little help in the hope that it may encourage them to do better still in the future. I attach a draft letter to the Federal German Ambassador from the Lord Privy Seal.
