Canada and France. It will not be possible to report
substantive progress to No 10 Downing Street beforehand
but by the middle of next week we should be in a position
to make a contribution to any discussion with our friends,
who will have had time to get instructions from their
governments.
4. I should point out that paragraph 6 of the draft
minute to the Secretary of State contains alternative
wording on the question of the £1m contribution to UNHCR.
I have left the minute Like this as I assume we do not yet
know what progress the ODA will make with the Treasury
