AGREEMENT BETWEEN THE VIETNAMESE AND THE UNITED NATIONS + HIGH COMMISSIONER FOR REFUGEES
1.
The agreement covers only people who have had offers of res settlement because of Links with relatives abroad. But this
category is so small (it represents only about 10 days' worth of
refugees at the present rate of exodus) that it cannot be regarded
as making a worthwhile contribution to solving the problem. Nor
does it show that the Vietnamese intend sincerely to cooperate with
the United Nations High Commissioner.
VIETNAMESE POLICY
2. We have made clear to the Vietnamese Government our concern at
their callous behaviour. We have also urged other countries to
bring their influence to bear in the interest of getting the Vietnamese to abandon the policies which have obliged so many of
their population to leave.
EVENTUAL RECOURSE TO SECURITY COUNCIL
3. A recourse to the Security Council at some stage cannot be
ruled out. But I recall that on the last two occasions, in January
and March, when the Council debated events in Indo-China, the
Soviet Union cast its veto.
