People of the whole world are deeply concerned about the refugees from Cambodia and Vietnam who are forced to leave their countries and bring their broken families to an unbearable strange environ- ment, taking the risk of having sixty percent of them being drowned in the ocean.
Sympathy for these refugees leads to hatred for Vietnam and other communist countries. Some people even suggest that they should be trained to fight for return to their own contries and get back what had been taken away from them with the helps of U.S.A. and Japan, who are all the time talking about humanitarianism, and other countries of South East Asia, which are being threatened by invasion from Viet- nam. This suggestion is of course illusive. However, the former re- public, which was overthrown by the ignorant and unsatisfied minori- ty who were being tools of destruction planners, and those who were controlled under economic support. But when the bloodshed revolution was over, people of that country will surely find that the new govern- ment is much worse than the former one, and yet they dare not burn themselves, demonstrate in the public, or openly make accuses, like heroes do. They understand that one wrong word they say or one slight show of dissatisfaction will lead them to being tortured or silent death, and that their relatives will also be invloved. As a result, many people, including heroes who helped overthrowing the former go- vernment, are now trying to escape at the risk of their lives. This is an undeniable fact. It is a pity that your country, under fixed policies, will never help starving refugees. This is what the Chinese proverb says: to drop stones on a man who has fallen into a well.
Your statement that they are not refugees is extremely shocking, for it is unexpected that a super power such as yours will have said such an inhumane thing. Cuba and Vietnam, whose economy is decaying, and whose people are starving and trying to flee, are small countries, without your supply of deadly weapons, how can they invade other coun- tries and disturb the under-developed and weak democratic South East Asian countries? Though these victims are people of countries in your political bloc, yet you will not offer any aid because they are par- tially of Chinese kinship even though they are of Vietnamese nationa- lity. For this reason, you say People's Republic of China and Taiwan should accept them all. According to your standpoint that victimized
