6. We must now finalise our own position for Geneva. We shall
lose all our credibility as progenitors of the meeting if we are not
in a position to promise sizeable contributions.
France has
announced an extra 5,000 places in 1979, the USA another 7,000 a
month. Hartling has suggested an extra 10,000 this year for the
United Kingdom, and 10,000 for Hong Kong, and has also asked for
additional funds. We shall have to take some difficult decisions.
