12. Mr Blaker said he believed that the Government had carried public opinion with them over the Sibonga and Roach Bank refugees. But the situation in South East Asia was deteriorating very rapidly. A conference was needed urgently, although Dr Waldheim was right to insist that it should be well prepared.
