10. In financial terms, this would imply that UNHCR would incur an estimated total expenditure of some US$ 3,000,000 to extend accommodation facilities for the present 55,000 persons. This amount could cover the expansion in capacity of the Sham Shui Po, Jubilee and Kai Tak East sites from 12,500 up to 28,500 persons, the expansion of the Kai Tak North site from 9,000 to 15,000 persons, and the expansion of the Argyle Street Barracks from 2,500 to 10,000 persons. Further, the provision of one-time grants for care and maintenance pending employment would entail an additional UNHCR allocation of US$ 2,750,000 at a rough average of US$ 50 per person. fore, UNHCR's total allocation for the refugees in Hong Kong in the budget period 1 March 31 December 1979 would be approximately US$ 9,000,000, including some US$ 1,700,000 already spent as of 31 May and some US$ 1,500,000 budgeted for care and maintenance in June and July. This amount does not include any funds which may be required in connection with proposals by the Hong Kong Government for the local settlement of a number of refugees. help with food requirements, UNHCR would be prepared to request a contribution from the European Economic Community if the United Kingdom and Hong Kong would so wish.

To sum up, UNHCR wishes to suggest the following:

UNHCR will arrange the registration for possible resettlement of all Vietnamese boat people in Hong Kong.

To ensure this, UNICR is strengthening its international and local staff in Hong Kong.
UNICR will make every effort to submit resettlement registration forms to the consular missions of countries of resettlement.
Given, however, the constraints, both in terms of the over-all resettlement numbers available for Hong Kong and the time it will take to resettle those who are eligible, UNHCR would welcome the Goverment's permission for the refugees to work.
On its side, UNHCR will make an additional financial allocation towards accommodation and will allocate funds for one-time care and maintenance grants. UNHCR is also prepared to approach the European Economic Community for a special contribution of food aid.
