1. The problem about recourse to the Security Council is simply that, if it happens, Waldheim will suspend all activity on convening a conference pending an outcome of the Council's deliberations. If the Council bogs down and fails to reach agreement either through a veto or lack of consensus, Waldheim will not continue to act on his own. In fact, once the Council becomes seized of the problem, Waldheim will only act under its direction. Our present initiative will be scrapped. Hence, the only satisfactory outcome would be a brief Council meeting with a clear resolution voted for by all Permanent Members directing Waldheim to set up a conference. This seems to me to be the least likely outcome to any meeting of the Council on this subject.
