At the meeting with the Lord Privy Seal this morning, attended by Mr Blaker and officials, Sir Ian Gilmour thought that the best
way of submitting the whole question of a large new quota of refugees to the Prime Minister would be by minute from the Secretary of State, copied to all Cabinet colleagues. The Lord
Privy Seal also thought that this should go at the end of the week, ie after he has talked with the Home Secretary (if the Secretary of State agrees with this) but in time for the Prime Minister to
reflect on it before she leaves for the Tokyo summit.
2. I attach a tentative draft which the Lord Privy Seal could show to Mr Whitelaw if necessary. This is based on the Lord
Privy Seal's comments on my submission earlier to-day.
