PROBLEM
1. How to repond to the line now being taken by Dr Waldheim about convening an early conference (UKMIS New York telegram No 640) taking account of the American position (Washington telegram No 1587).
RECOMMENDATION
2. I recommend that we should send a telegram on the lines of the attached draft. This has been cleared with Sir A Parsons, Mr Blaker and the Lord Privy Seal.
ARGUMENT

3. It is clear that we are not going to be able to persuade Dr Waldheim to call the sort of political conference we would like. The Americans are also being very feeble. The best way forward would seem to be to accept a basically humanitarian conference as soon as possible, but if, as seems probable, this does not deal with the root causes to seek to raise the matter at the Security Council.
