The capital cost of providing space for each refugee is of the order of $1,000, and maintenance costs of the order of $6 per day. While the UNHCR will continue to be pressed to meet this expenditure it has not so far agreed to do so but is proposing to hold discussions with the UK and Hong Kong Governments on the subject. Meanwhile these costs will have to be met by the Hong Kong Government in the first instance and the UNHCR may well expect the Hong Kong Government to make some contribution in whatever arrangements are finally agreed. To retain large numbers in secure camps would be significantly more expensive and so increase the difficulty of securing reimbursement.
