I have the honour to refer to the NE Minister's recent letter to the Secretary General of the United Nations concerning the desperate situation of the Indo-Chinese refugees and the urgent need for a greater international effort to achieve the permanent resettlement of these refugees.

Since ICFM is heavily involved in this resettlement operation, I am taking the liberty of sending you herewith an Aide Memoire giving a summary of the organization's efforts in this area since 1975. Also enclosed for your further in- formation are copies of our pamphlet "ICEM in Facts" and our Monthly Dispatches for March, April and May, from which you will note that ICEM's role in refugee resettlement is not insignificant. Knowing of your government's keen interest in refugee assistance programmes and other similar humanitar- ian endeavors, I thought you might find this material of interest.

I take this opportunity to assure you that, in the event that the Secretary General convenes an international confer- ence to deal with the question of the resettlement of Indo- Chinese refugees, ICEM will be prepared to participate in and lend its full support to such a conference.
