PROBLEM

1.

Should we take the Indo-China refugee problem

to the UN Security Council?

RECOMMENDATION

2. Not at this stage. We should reconsider doing so

later (subject to consultations with the French and

Americans) if the special conference for which the

Prime Minister has called does not materialise.

ARGUMENT

3. Resort to the Security Council is not an end

in itself. It needs to be considered as a means of

achieving our aims which are:

(a) to reduce the flow of refugees from

Vietnam, by bringing international pressure

/mainly

to bear on the authorities there to lift oppression

and stop the deliberate export of their (ethnic

Chinese) nationals;
