VIETNAMESE REFUGEES: CALL ON MR BLAKED BY SIR LESLIE KIRKLEY, CHAIRMAN OF THE STANDING CONFERENCE O REFUGEES, AND REPRESENTATIVES OF BRITISH VOLUNTARY BODIES: 0945 HRS, 13 JUNE 1979
1. The Minister has agreed to receive a delegation from the British voluntary bodies involved in refugee work in Indo-China. It is led by Sir Leslie Kirkley, Chairman of the Standing Conference on Refugees: a list of the other members of the delegation is at Flag A.
The Minister may wish to invite Sir Leslie and his delegation to speak first. Sir Leslie has indicated that he wishes to raise:-

(a)
(b)
assistance to Thailand;
assistance to the UN High Commissioner for Refugees;
(c) the situation in Hong Kong;
(d)
the question of assistance to Vietnam to try to stem the exodus; and
(e) the rescue of refugees at sea by UK registered vessels.
These points are similar to those raised in his letter of 26 May to Prime Minister to which the Prime Minister replied on. 5 June (FCO draft attached).

I submit a brief on which the Minister can draw, covering these five points. I also attach for ease of reference the Home Secretary's statement of 11 June and the Lord Privy Seal's speech of 30 May.
I shall attend and take a record. Representatives from Hong Kong and General Department and United Nations Departmet would also propose to be present.
