made available to Kampuchean in all parts of the country, those

under control of the Vietnamese/Heng Samrin forces, those in

areas controlled by Pol Pot, as well as those who remain in

contested or peaceful areas. This can be assured only through

some sort of an international presence and monitoring. Should

a major food shortage develop and should these prerequisites

be realizable, the U.S. would also have to consider what it could

do to provide appropriate assistance,.. given the legislative

restrictions on aid to Kampuchea. We are already helping the

ICRC which is providing essential food and medicines to refugees

on the Thai side of the border.

Concerning the political situation in Kampuchea, the

:

United States has repeatedly made clear that it supports the

concept of an independent system of states in Southeast Asia,

that this system should include an independent and stable Kampuchea,

and that we would be ready to support an international conference

to try to achieve such an outcome. At the same time, we have

stressed that we believe that the people of Kampuchea deserve

at long last a government which is representative of their

aspirations and which respects their human rights. In our view,

neither the Vietnamese-backed Heng Samrin regime nor the Pol

Pot government satisfy these criteria. We remain prepared to

support initiatives aimed at bringing about an internationally-

facilitated end to the fighting, and although the parties

directly involved have so far demonstrated no willingness to
