the Thai actions against Cambodian refugees have added a new urgency to the situation and we must get very early action by
the UN Secretary General. If he will not move soon we may have no alternative but to raise the issue in the Security Council. However we are in a difficult position to do much ourselves because we have not so far been able to offer any new quota for refugees or new finance to the UNHCR. We are thus in danger of getting into a very exposed position, but we cannot simply let things drift.
4. I consulted the Private Secretary last night who in turn spoke to the Secretary of State about the possibility of getting messages off immediately. The Secretary of State saw difficulties in doing this because of our own exposed position. He thought that the Lord Privy Seal would wish, in forwarding the draft. messages, to speak to the Prime Minister about our exposed position.
