VIETNAMESE REFUGEES

You wrote to Wally Henny in this Division in January 1978 expressing the view that no Government funds were available, as far as you were aware, to defray expenses by British shipping lines who rescue refugees.

I do not wish to reopen that question but I think we should consider whether it is possible to approach UNHCR or its offshoots for reimbursement. I assume British Airways were paid by UNHCR to transport the Sibarya refugees to London from Hong Kong. If this assumption is correct then there is a logical reason for defraying the expenses of Bank line or indeed any other UK Shipowner for direct expenses following the rescue up until the refugees are taken off the ship.

I would be glad if you could follow this up.
