TO ACCELERATE RESETTLEMENT OF INDOCHINESE REFUGEES

Commenting on the exceedingly critical plight of the Indochinese refugees in Southeast Asia, James L. Carlin. the Director of the Intergovernmental Committee for European Migration (ICE) announced today that ICDM was prepared to take every possible measure to accelerate the resettlement of greater numbers of Indochinese refugees from the asylum areas of Southeast Asia. ICEM is especially concerned with arranging for the resettlement processing and movement of Indochinese refugees. He expressed serious concern at the possi bility that thousands of refugees who are in processing for emigra- tion could be expelled from countries where they found temporary asylum and thus lose the chance of being accepted by a country of permanent resettlement. In the present crisis situation the ICEM Director urges Governments of first asylum countries to continue to facilitate the processing and departure of Indochinese refugees for whom resettlement abroad is assured.

Mr. Carlin stressed that the measure of ICE's success in this endeavor will depend on the willingness of countries around the world to provide additional permanent rosettlement opportunities to greater numbers of these refugees.

ICEM, the specialized international organization in the field of Refugee Resettlement and National Migration, has already handled the processing and movement of 150,000 Indochinese refugees for permanent resettlement. Since 1 January 1979, some 41,000 Indo- chinese refugees have been moved from the asylum areas of Southeast Asia under ICE auspices mainly to the United States France and Canada. Despite difficulties in obtaining air transport, resulting in part from the DC-10 grounding, this month the emigration of Indo- chinese refugees' could reach a total of almost 9,000 for the first time.

ICEM, which works closely with the United Nations High Commis- sioner for Refugees and the International Voluntary Agencies, main- tains operational staff in all of the principal asylum areas in Southeast Asia and thus has the capability to respond swiftly to any new opportunities which may be offered by the resettlement countries.
