You will recall that during Secretary Vance's conversation with Lord Carrington on May 21, your side raised the issue of Vietnamese refugees in Hong Kong. We have now received the enclosed cable from Washington in response to your message. I think the data shows the British are not being "penalized" for their humanitarian refugee policy, but it is clear that the U.S. must also take into account the situation in Malaysia in its resettlement efforts.
