I am most grateful for your letter of 30 May. It high- lights the difficult decisions and conflicting considerations which face governments and shipowners on the issue of Vietnamese refugees.
I understand that you, and representatives from the General Council of British Shipping, will now be meeting the Secretary of State for Trade on 5 June. I am sure that he will give the utmost consideration to your concerns but equally I am sure that you will recognise that a solution has to be sought on international basis rather than for the United Kingdom alone. It is for that reason that I have written to the Secretary General of the United Nations expressing the view that the international community must be brought to a proper realisation of its responsibilities and take action now.
May I add that the recent action taken by the Master and crew of the Sibonga reflects great credit on your company.
