VIETNAMESE REFUGEES
The Lord Privy Seal has seen Washington telegram number 1343
and, with regard to paragraph 9, has asked what action is being
taken to stamp out refugee trafficking by middlemen in Hong Kong
and Singapore.
I imagine that Singapore telegram number 12 to Hong Kong is an instance of the sort of action that is being attempted, and that
this subject will be raised in discussions with the Govenor next week
but we would be grateful for any further background you can give.

I spoke to the Gomersall and told him that we had already ashad Hong Kong to provide us with a detailed account of the measies being taken to stamp out trafficking.
