UN Department have suggested that we should consider thanking the Federal Republic of Germany for the great help which they are giving to Hong Kong in accepting refugees.

2. We shall be happy to do this provided you see no objection. I shall be glad to know if this has been done in the case of any others, eg USA and if so, the form in which the thanks were expressed. To be effective, this would need to be at a high level, either from the Secretary of State to the German Ambassador in London, or from Sir Oliver Wright to Herr Genscher in Bonn.
