We are pursuing with Hong Kong allegations of collusion by Hong Kong residents in the exodus. We took this up as soon as it was raised with Mr Blaker in Washington and have noted that it was raised again with Mr Robinson. We shall press this hard but doubt if it is a major factor.

ii. We are pressing ODA to find more money for UNHCR. we cannot take more refugees a greater financial contribution would help our international position.

'ROACHBANK '

7. The Koreans have told us that the Taiwanese may be prepared to take some of the refugees on the Roachbank. We are pursuing this urgently with the Bank Line and through the Americans.

I am not optimistic and in view of the pressure from the Bank Line I think that we should grasp the nettle soon and at least offer to take any refugees whom the Taiwanese will not take. The trouble with this is that we shall be left with the sick and the old.
