VIETNAMESE REFUGEES

You have asked for an immediate report on possible further action on Vietnamese refugees.

UKMIS Geneva telegram No 180 shows that the UNHCR is taking a negative line on the proposed conference and is not facing up

to the real problems that the world is facing over Vietnamese refugees. Hanoi telegram No 160 suggests that the UNHCR is still

being taken for a ride by the Vietnamese. Hong Kong telegram

No 743 shows that the UNHCR is backtracking on his obligations in Hong Kong. Sir James Murray has done his best and we need to reinforce his representations. We think that there would be merit in sending a Minister to Geneva as soon as possible to under- line our real concerns. A submission so recommending is being

submitted.

PROPOSED UN CONFERENCE

3. We have urged support for this in all the many representations that we have made to Ambassadors in London and in capitals, but we have had few reports so far of action in New York. In particular

we have not heard that either the French or the Americans have

supported our plea. In view of the fact that President Giscard told the Prime Minister in Paris that he thought the problem should be

dealt with in the UN forum we think it would be useful to follow up on this by instructing Sir Reginald Hibbert to discuss with the Elysée the possibility of a message from President Giscard to

Dr Waldheim. We also think that it would be useful to send a message
