concern. He has overall responsibility for the operations
of the High Commissioner for Refugees, who is endeavouring
to bring succour to these people. We are also approaching
other countries who may be prepared to accept refugees for
resettlement. We have made the strongest representations
to the Vietnamese Government. Only if that Government changes
its attitude, and re-creates tolerable conditions for its
own citizens, can the situation be brought under control.
By changing their attitude and creating tolerable conditions
for their Own citizens the Vietnamese Government have the
power to bring the situation under control. I hope that the
maximum international pressure will be brought upon them to
fulfil their responsibilities.
