VIETNAMESE REFUGEES
1. The Government's policy is to tackle the current crisis by:

a.
Putting the maximum pressure, directly or indirectly,
on Vietnam to ameliorate conditions in Vietnam to reduce the
flow of refugees and to take humane steps to regulate the flow; (long term)
b. Persuading the international community to increase the number of resettlement places and their contributions to the UNHCR; (short term).
In pursuit of a. we have spoken very sternly to the Vietnamese both here and in Hanoi and have made it clear that there will be no
new UK aid. In order to get others to put pressure on Vietnam the following is being or has been done:
i. SOVIET UNION AND EASTERN EUROPE
The Lord Privy Seal has called in the Soviet Ambassador;
I have spoken to the Polish and Romanian Ambassadors and
am to see the Czech; Mr Blaker is seeing or has seen the

East German, the Yugoslav and the Bulgarian; I have also seen the Cuban.

OTHER COUNTRIES WITH RELATIONS WITH VIETNAM
We have taken this up with the five ASEAN countries,
the Australians, the New Zealanders, the Indians, the Swedes, the Norwegians and the Finns. The Secretary of State has raised this in the quadripartite forum and it will be pursued in political cooperation meetings. We shall cover this week all other countries
in any position to get the message across.
