The ROACHBANK has now been anchored off Kaohsiung for

a week and the owners are becoming increasingly restive,

not least because the ship is losing them £7,000 a day.

There has been no response to the appeals to the Taiwanese

authorities which we have made through the Americans and

the Koreans, and it is our view that none is likely to be

forthcoming. In these circumstances the Foreign and

Commonwealth Secretary recommends that if there have been

no further developments by Monday, 4 June, we should set in

hand the arrangements outlined above for bringing the

refugees to this country and announce our willingness to

receive them.
