VIETNAMESE REFUGEES: RECALL OF GOVERNOR OF HONG KONG
Problem

As agreed by the Prime Minister (paragraph iii(c) of
Mr Cartledge's letter of 29 May the Governor of Hong Kong is
being recalled to London for consultations over the problem of
Vietnamese refugees.
Decisions are needed on:-
(a) whether he should see the Prime Minister; and
(b) when his visit should be announced.

Recommendation
I recommend that the Private Secretary should write to
Mr Cartledge on the lines of the attached draft, recommending
that the Prime Minister should see the Governor; and that,
subject to the Prime Minister's agreement, News Department should
announce the Governor's visit at their midday press conference
tomorrow, Tuesday, 5 June.

Background
3. The Governor is planning to arrive in London on Wednesday,
13 June and will be available for meetings with Ministers on
14 and 15 June (Hong Kong Telegram No 711). We are arranging
appointments for him to see the Secretary of State and other FCO
Ministers, and exploring the possibility of meetings with Ministers
in the Home Office and Ministry of Defence.
