1. In his circular minute of 23 May, Mr Melhuish sought draft contributions for a substantive reply to President Carter's letter. We discussed with Mr Cortazzi and agreed that it would be appropriate to suggest the inclusion of a paragraph about Vietnamese refugees. I attach a draft.
