This situation continues to underline the need for UNHCR capacity to be strengthened.

5. I attach three schedules for information which shows the accommo- dation requirement and indicates the shortfall. They emphasise the very difficult short term position we are in especially for the next two or three weeks. They explain graphically why 900 on the MV "Sibonga" are so unwelcome and our urgent need for more resettlement places. Appendix II shows the unpalatable choices with which we are faced in providing shelter for refugees and the criticisms we shall face in doing so! I will keep you posted as things develop.
