With regard to financial assistance for the High

Commissioner for Refugees, Britain has already pledged

£3.5 million for Mr Hartling's general programme in

1979. I have given instructions for urgent consideration

of further financial help in the light of the escalating

costs of the programme caused by the rapidly increasing

numbers of refugees in South East Asia.

In conclusion, may I again assure Your Excellency

that the British Government will give every support to

your own efforts to seek further international help for

the refugees and to alleviate their desparate situation.
