Although your office has, I think, already received a copy, I enclose for ease of reference a further copy of a letter which has been addressed to the Prime Minister by the President of the General Council of British Shipping, Mr. David Ropner, about the implications of the refugee problem for British ship owners and their Masters.
I should be grateful if you and the other recipients of this letter would ensure that it is taken into account in the preparation of the advice for the Prime Minister which I have requested in my letter earlier today regarding the decisions reached at the meeting at No. 10 this afternoon on the problem of the Vietnamese refugees.
I am sending copies of this letter to Tony Butler (Home Office), Bill Beckett (Attorney General's Office), Tom Harris (Department of Trade) and Martin Vile (Cabinet Office).
