REFUGEES FROM VIETNAM
We discussed this question this morning. The following are some thoughts for discussion about the possibility of the Secretary- General stage-managing one or more international conferences.

The problem falls into two parts:-
(i) re-settlement of the refugees who have already
left or are about to leave Vietnam;
(ii) international pressure on the Vietnamese either to stop
the expulsions or, more likely, to regulate the flow in concert with international re-settlement programmes.

3. I see no reason why the Secretary-General of the UN should not
convene a conference immediately to consider the first aspect settlement of existing refugees. He would not need a mandate from a main UN organ to do this. He could mount it as a technical operation arising out of the responsibilities of the UNHCR.
