Accommodation for Vietnamese Refugees
Kai Tak North
As I told you in our talk on the 25th April, I am concerned that UNHCR has so far been able to accept such a relatively small proportion of the 23,000 Vietnamese refugees now here. As a result the Hong Kong Government is continuing to bear the responsibility and costs of their temporary accommodation and maintenance, you are not able to put in hand the necessary resettlement procedures for these people, nor do the figures of those in your care reflect the actual refugce situation in Hong Kong.

In our discussion I suggested to you that Kai Tak North camp should be transferred to you temporarily so that you could arrange with a voluntary agency for it to be administered as you have already done for the Shamshuipo Camp for so long as we agreed that such a camp was necessary,
3: I hope you are able to agree in principle to this proposal so that we can then work out the terms upon which the camp would be made available and agree the arrangements for its management and for the agency to do this. These terms would follow the general conditions applicable to Shamshuipo Camp and also cover the following points:-

The present camp has accommodation for about 6,000 refugees. Because of the need to provide further accommodation within existing camps it would be necessary to increase the accommodation at Kai Tak by the immediate erection of further accommodation up to a total of about 9,000, possibly more. (1 an already considering the best and quickest way of doing this);
