VISIT TO WASHINGTON BY MR BLAKER

Mr Blaker will be in Maryland for an Ariel conference on Africa from 25 to 29 May. He will be free for talks with US officials and members of Congress all day on Wednesday 30 May and on the morning of 31 May. Before asking the Embassy at Washington to fix appointments (possibly with the Bureaux of East Asia and Pacific Affairs, and Near Eastern and South Asian Affairs in the State Department, the NSC and with appropriate committees on Capitol Hill), I would be grateful for views on which topics Mr Blaker might usefully discuss. In view of the shortness of time, I would be grateful if replies could reach North America Department by noon on 22 May.
