BRIEFS FOR QUADRIPARTITE MINISTERIAL DINNER IN THE HAGUE ON 29 MAY

1.

The French have just given us the agenda for the non-Berlin part of the Quadripartite Ministerial dinner before the NATO meeting in The Hague on 29 May. I should be grateful for short briefs as follows (there is no need to duplicate material being prepared for the NATO Ministerial meeting, but there may be particular points for the Secretary of State to make, or of which he should be aware, at the more restricted meeting):

(a) SALT and the Carter-Brezhnev Summit (Defence Dept,

consulting NAD and EESD)

(b) Grey areas (Defence Dept)

(c) (If anyone wishes) Disarmament, including MBFR & EDC

(d) (If anyone wishes) CSCE (CSCE Unit)

Geographical Areas

(a) Iran, Afghanistan and Pakistan (MED, consulting

SASD and JNU)

(b) Africa - President Giscard's current visit; and

Southern Africa (Rhodesia Dept consulting SAID and CAfD)

(c) (If anyone wishes) Asia (FED consulting SEAD)

(d) Eastern Mediterranean

Cyprus, Turkey (NATO and economic angles), Greece as a European success story (SED)

2. The briefs should be in the form of concise, pithy and punchy Speaking Notes, on pink paper, followed by more detailed Essential Facts, avoiding stating the obvious or making unsupported assertions. Unless there are any points which the Secretary of State should raise, the briefs for items 1(c) and (d) and 2(c) should be defensive. For other briefs, it would be
