There are now some 34,000 Vietnamese refugees in Hong Kong and more are arriving every day. 1800 have arrived in the past 24 hours, not including those on the Sibonga. By contrast,
the UNHCR have only been able to arrange for about 800 a month to be moved out from Hong Kong to countries of permanent resettlement. Conditions in Hong Kong for refugees are desperately overcrowded: all available camps are full and some new arrivals are having to
be kept in prisons or on the boats in which they arrived.
5. In addition, Hong Kong is faced witha continuing influx of immigrants from China. Some 160,000 people have arrived in Hong Kong legally and illegally since the beginning of last year, and although the Chinese authorities have undertaken to take steps to reduce the flow, there has so far been no significant improvement.
