1. In his telegram No 601 to the PUS, the Governor of Hong Kong asked if the Secretary of State could raise Hong Kong's problems over Vietnamese refugees when he saw Mr Vance. Lord Carrington did so (see paragraph 64-65 of the draft record attached). He also discussed Vietnamese refugees with the Japanese Foreign Minister and again drew attention to the particular difficulties faced by Hong Kong.
2.
The PUS may wish to reply to the Governor reporting these exchanges. I submit a draft telegram which also mentions the fact that we will be briefing Mr Blaker to raise the subject when he calls on Mr Warren Christopher at the State Department next week.
